The Crown Prosecution Service (CPS) are looking to involve suppliers as part of an early market engagement event to inform the FCT Target Operating Model (TOM), technical strategy, implementation roadmap and future supplier landscape.

We are delighted to be joined by Mark Gray, CPS Chief Digital and Information Officer (CDIO) and other CPS Senior Leaders.

Background

The CPS is a wholly-digital service and amongst the world’s most digitised prosecution agencies.  At the heart of this is their case management capability.  Following a decision in 2021 that they will build interfaces with HMCTS’s new Common Platform system, rather than migrating wholesale to this system as originally envisaged, CPS’s Digital and Information Directorate (DID) has launched a Future Casework Tools programme to shape their capability to 2030.  This initial market engagement is an integral part of the discovery phase of that journey.

CPS’s Challenge

Focusing on the future with:

  • ever-increasing operational demands
  • additional support to victims and witnesses, with particular focus on rape and serious sexual offences (RASSO)
  • frequent changes brought about by new priorities and legislation
  • ability to communicate and respond to change quickly with multiple systems across the Criminal Justice System
  • the speed in which technology is evolving

The CPS need to be able to exploit technology to drive operational efficiencies and improve user experience whilst ensuring this does not impact or put at risk operational continuity.

CPS’s current Case Management System (CMS) is a bespoke legacy system that has been incrementally developed over 20 years and, although stable, does not lend itself well to continuous improvement and timely and cost-effective change.

Their operational user journey needs to be more intuitive, efficient, and adaptable without the need for training and system outages. Technology, infrastructure and systems must support iterative implementation.

Initial Market Engagement Purpose

The purpose of this initial market engagement is to share and test their current and emerging TOM, technical strategy and implementation roadmap.  By undertaking the engagement the CPS will:

  • Raise market awareness
  • Test CPS emerging approach and thinking
  • Improve market appetite
  • Inform CPS DID Requirements
  • Support Outline Business Case development

Session 2 – Breakout rooms for facilitated sessions

  • Breakout 1: Target Operating Model: Is “Middleware” the right answer for Business Logic from a business/operational perspective? The session is about the journey to our target operating model. Is middleware the best option to enable us to transform the entirety of our systems (User Interface, Data and Platforms) whilst maintaining operational capability 24/7 and realising business benefits as soon as possible?
  • Breakout 2: Technology: What Emerging and Enabling Technologies can assist transition and future operational capability? This session is designed to explain some existing constraints which are expected to be significant in the medium term given the CPS business priorities, and to consider which new/emerging technologies may be able to provide benefits in transition and future operational capability.
  • Breakout 3: Data Strategy: How do we optimise Hosting and Database utilisation across CPS? This session is designed to explain the current hosting and data storage implementation in both physical and logical terms, and to consider ways in which these could be updated to improve efficiency and effectiveness.
